Hello. My friend and I travel around Brazil and in July in Rio de Janeiro for a little more than a week. Last year, my friends and I were in Hawaii, and we find that has been mopeds for rent for only $ 25 per day, a great means of transportation in the city. We expect to be told the same thing, Rio could. Mopeds are a common means of transport and if it is so easy for tourists to rent. If so, no one can say that we should rent? Thank you!

It is not usual to rent bikes in Rio de Janeiro. You can rent bicycles. The biggest problem that would drive Category C driver's license valid motorcycle license to Hawaii, because Hawaii is a state that part of the United States, no Rio de Janeiro.
Mopeds and motorcycles to travel easily or in the city, but I do not think that (almost surely) that can be rented in Rio de Janeiro.
Public transportation in the city (especially buses) is good and very cheap (about 1.25 million USD) approximately. There is a metro (train) connection between the center of the city at the Copacabana in Rio and elsewhere, but not from Ipanema and Leblon.
I take it as the cheapest and safest form of transport in the city bus. If it's for safety reasons, the first choice, and then take a taxi.
